To mark the 50th anniversary of the first report to the Club of Rome (CoR), “The Limits to Growth” (L2G), published in 1972, another important CoR report was published in 2022: “Earth for All – A SURVIVAL GUIDE for Humanity” (E4A). Based on global modeling, it shows ways in which humanity can live within planetary ecological boundaries by the middle of the 21st century while creating greater social justice and prosperity. According to the E4A report, five key turnarounds are needed to enable such a livable and prosperous future globally (Poverty, Inequality, Food , Energy, Empowerment).
Following on from the international E4A initiative, national E4A reports were published in Germany and Austria in 2024 by the local CoR chapters, which, in addition to the E4A report of the international CoR, placed a much stronger emphasis on the topic of ‘resources, materials, and the circular economy’. In July 2025, an E4A Deep Dive Paper entitled ‘Circular economy: Why resources matter for economic system change’ was published, and based on this, a further, ‘sixth’ turnaround on the topic of ‘Resources and the Circular Economy’ was proposed.
The CoR-AT supports this proposal for a sixth turnaround, which is underlined by its new priority area NEXT LEVEL ‘comprehensive carbon management’ (cCM) – which we see as an essential part of a future comprehensive, coherent, and integrated energy, climate, and circular economy strategy. Of particular importance here is a ‘new’ bioeconomy in which the regenerative use and recycling of carbon in the biosphere is transferred to the technosphere, while at the same time intertwining biological and technical carbon cycles in a sustainable manner.
New event series
In order to reflect on the underlying considerations and background with politicians, business leaders, and social stakeholders in a discourse focusing on Austria and the EU as business locations, the CoR-AT is organizing a NEXT LEVEL Forum Series on “Comprehensive Carbon Management – Redefining the Limits to Growth!” in collaboration with the Austrian National Bank (OeNB). consisting of three events:
