1.Human capital contribution to regional development
The focus will be on necessary efforts and approaches to human capital development for implementing regional innovation strategies and bridging evolving skills gaps. Besides questions related to basic concepts of innovation in regional development and the possible role of learning regions in this context, the workshop will focus on key elements of strategy development for sustainable regional partnerships.

2.Effective policies for building human capital; using evidence and trends
This workshop will address two issues that are central to enhancing the efficiency and equity in education and schooling: the use of evidence-informed policy research and developing schooling for the future. The workshop will focus on ways and tools for futures thinking in a long term policy planning perspective, present trends relevant for schooling in tomorrow’s world, and discuss their relevance and applicability for human capital development in the ERI SEE region.

3.Fostering human capital for labour market needs and competitiveness
This workshop will deal with the question how returns from investment in human capital could be increased in South Eastern Europe. Besides questions related to education system support to innovation, efficiency and entrepreneurship, the workshop will focus on specific labour market challenges in South Eastern Europe and will discuss developed instruments for fostering human capital.

4.Human capital contribution to sustainable development
This workshop will emphasize policy areas at the confluence of sustainable development with human capital formation, renewal and accumulation. The session will commence with presentations introducing the dimensions of interdependence between human capital development as a cross-cutting, integrating component of sustainable development and review the effects of the current state of human capital development on overall development sustainability. A further focus will lie on the national sustainable development strategies, on their holistic approach and human capital as key factor.

5.TVET and HE modernization in Romania through Phare projects: challenges for building human capital in a changing society
This workshop on TVET and HE modernization in Romania will be addressed mainly to decision makers and key stakeholders from Romania. Its organization is supported under the Phare TVET project RO 2006/018-147.04.01.02.01.03.01. The workshop will examine ways of achieving the articulation of TVET and HE for learners career perspective, in support of lifelong learning. The workshop will discuss relevance and quality of both TVET and HE as contributors to human capital development.
