About the Statement
In 90th of last century public and scientific concern backed by resources problems caused the international policy measures (Bucharest Convention, 1992 and Odesa Declaration, 1993) followed by BSEP (1993), SAP(1996), BSERP(1999) etc. It coincided with political changes and economic stagnation in region and resulted in stabilization and appearances the signals of the natural environment recovering. In this century, we are facing with new challenges: recovering the economy and start of new types of human activity, firstly, connected with mineral resources industry, as well as further development of globalization processes. Therefore, the environment, especially the biodiversity of the Black Sea is still under the great threats.Environmental justice requires addressing the issues of securing equitable shares of global natural resources and joint responsibilities for economic development and environmental protection, as well as the complex issue of intergenerational justice. Thus, environmental justice should be regarded as a major challenge for the 21st century and a driving force for Europe in its efforts to ensure environmental quality and human rights.
Today in front of Black Sea Region three scenarios of further development can be identify: 1) slowly and dangerous “almost classic European” development (basic and non-reliable, taking into account unique features of Black sea environment conditions), 2)continuation the ongoing processes towards collapse in next 7-10 years (pessimistic, but realistic, taking into account the behavior and habit the governments of states of region and level of civil societies activity) and 3) innovative in different aspects and senses, based on environs – imperatives (optimistic and naïve, but only can create synergy for the rescue of region on eve of eco-crises).
This is the challenge and chance; we may tray this way and avoid the catastrophe. And we can tray this way in Black Sea region as pilot. It’s the challenging chance!
