About the Statement
In March 2005, the Commission of the European Communities published
the Green Paper “Confronting demographic change: a new solidarity between
the generations”, having as main goal the launching of an open debate on the “unprecedented demographic change” that Europe is facing. The paper can be appreciated as the first official document of the Commission asking the Governments to express their positions regarding the opportunity of discussing “at an European level” the demographic developments and managing their consequences, as well as potential objectives and concerned policy areas of common agreed actions.
Other documents of the Commission have been published in 2006 and 2007, underlying policy responses to challenges and the opportunities accompanying the changing demography of Europe and the dramatic foreseeable developments during the coming decades.
The debate takes place in a context of sustained deterioration of Europe’s demographic landscape. The prospects of the European population during the coming decades (UN Population - The 2006 Revision and Eurostat - The 2006 series) are presented in this paper and some findings and lessons are discussed.
