About the Statement
So far, the ENP has fostered false expectations resulting in mutual frustration. Despite some measurable progress, the main questions remain unanswered: What has EU to offer, short of membership? How does that compete with other offers? How to make the EU offer more attractive, without being paternalistic or arrogant?
Once the Lisbon Treaty comes into force the EU will be in a much stronger bargaining position. This is new for the EU, which is not used to deal-making as a corporate body.
New, imaginative solutions are required to build consensus inside the EU and to project it externally. Developing the concept of “Overriding European Interest” may become part of the answer.
