Event in the European Parliament on Socially Sustainable Economic Degrowth

April 16: The global economy has been growing for decades with a high speed, largely ignoring the warnings of
"The Limits to Growth". But in a limited system, unlimited growth is impossible. It has to come to an end, the question is just when and how.
Now, the world economy has entered a recession and economic degrowth happens all over the World. But instead of a planned and managed degrowth,
there is now a deep crisis, a chaotic period of the global economy. Social imbalance might further increase.
Could we have done it better and can we do it better in the future? Is there a possibility of socially sustainable economic degrowth?

Belgium: DESERTEC Concept for Energy, Water and Climate Security
Nov. 28th, 2007: Members of European Parliament Matthias Groote, Rebecca Harms, Vittorio Prodi and Anders Wijkman, and the Trans-Mediterranean Renewable Energy Cooperation
invite to the presentation of the White Paper "Clean Power from Deserts - The DESERTEC Concept for Energy, Water and Climate Security".
His Royal Highness Prince Hassan bin Talal of Jordan, former President of The Club of Rome, will present political options of a co-operation among Europe,
the Middle East and North Africa (EU-MENA) for clean power from deserts, as addressed in the White Paper, and present perspectives for the evolution of
a community of energy, water and climate security.
The White Paper was elaborated for The Club of Rome, and is based on studies by the German Aerospace Center (DLR) on the potential of deserts for clean energy supply for EU-MENA.
It will introduce the option of clean energy co-operation between technology belt and sun-belt, in particular between Europe and the MENA region.

Conference "Beyond GDP"
Nov. 20th, 2007:
The European Commission, European Parliament, Club of Rome, OECD and WWF hosted a high-level conference with the objectives
of clarifying which indices are most appropriate to measure progress, and how these can best be integrated into the decision-making process and taken up by public debate.
GDP is the best-recognised measure of economic performance in the world, often used as a generic indicator of progress.
However, the relationship between economic growth as measured by GDP and other dimensions of societal progress is not straightforward.
Effectively measuring progress, wealth and well-being requires indices that are as clear and appealing as GDP but more inclusive than
GDP—ones that incorporate social and environmental issues. This is especially important given global challenges such as climate change,
global poverty, pressure on resources and their potential impact on societies.

Hans-Gert Pöttering
Hans-Gert Pöttering, Honorary President of the Brussels-EU Chapter of the Club of Rome, gave a keynote speech and called for action in order to overcome
the restricitions of GDP.

Measuring Wealth - Challenges and Ways Forward

Anders Wijkman, MEP, Members of the Brussels-EU Chapter and Vice-President of the Club of Rome, opened an event on technical and policy challenges related to measuring
wealth. The event, which was held at the European Parliament, preceeded the conference "Beyond GDP" (see above). Anders Wijkman outlined the
history of GDP, having been developped in the 1930s. He emphasized that there are undeniable correlations between GDP and many indicators of welfare
but that other aspects like the informal economy, volunteer work, leisure, human capital, pollution and resource depletion are not represented
or underestimated in the presently used GDP.

will introduce UNFPA, the United Nations Population Fund and Jane Roberts' and Lois Abraham's initiative
to bridge the funding gap (In 2002, the Bush Administration announced they would withhold the $34 million annually
allocated by Congress to UNFPA) and to show American citizens’ support for UNFPA. The initiative hopes to find 34
million Americans to take a stand with at least one dollar and has to date raised

Brussels: 40th Aurelio Peccei Lecture by Tapio Kanninen
May 9th, 2007: The lecture discussed how the international community could conceptualise, understand and
react to global and regional threats. The recent United Nations’ (UN) High-level Panel on
Threats, Challenges and Change, and other world commissions, have outlined the increased
threats to humanity in the 21st century. In relation to that
a simple framework is presented to assess the trends of the future with illustrative examples of
its application. The lesture discusses how this framework could be more systematic, or quantified,
based on the history of similar efforts in economic, social, environmental and political fields.
Finally, a tentative global response system is presented, based on the framework, to react to
emerging threats to the international community in the years and decades to come.

April 4th, 2007: "ICANN: Achievements and Challenges of a Multi-Stakeholder, Bottom up, Transparent Model"
was the title of the lecture. The Internet Corporation for Assigned Names and Numbers, ICANN, is responsible for the global
coordination of the Internet's system of unique identifiers. These include domain names
(like .org, .museum and country codes like .UK), as well as the addresses used in a variety of Internet
protocols. Computers use these identifiers to reach each other over the Internet. Careful
management of these resources is vital to the Internet's operation, so ICANN's global stakeholders
meet regularly to develop policies that ensure the Internet's ongoing security and stability. The lecture will
provide insight in the work of ICANN, especially the African and the European Regional Liaison.

Member of the Executive Committee of the Club of Rome presented in the lecture the new edition of the Report to the Club of Rome
The Future of Work and the Employment Dilemma which was published together with Orio Giarini.

Modern societies are trying to develop concepts that allow them to protect their citizens and at
the same time stay competitive in the globalised markets. The new welfare state no longer
arranges for full coverage of all risks but requires its citizens to assume more risks individually
and to organise their adequate protection themselves. This is the so-called “risk shift from public
to private”, a concept we have been developing for a number of years. Unfortunately, usually as
a consequence of half-hearted or partial reforms, this has often led to an erosion of the protective
systems rather than their real modernization.

Brussels: 33rd Aurelio Peccei Lecture with Bernhard Knies
June 22nd, 2006: At each km² of desert energy as in 1.5 million barrels of oil is arriving annually.
We do have the technology to convert at least 50% of it into useful energy as heat for steam
production, for power plants and for seawater desalination. Thermal solar power plants and deserts
can provide Humankind with clean power and fresh water at any conceivable demand, if the sun-belt
and the technology belt begin to cooperate. How we could solve the world’s energy, water and climate
problem by a cooperation of sun-belt and technology-belt is subject of the presentation.

March 29th, 2006: The prerequisite of attaining sustainable societies is that large scale poverty, more than one third of
mankind lives with less than 2$/day, is eradicated. Since a few decades microfinance has enabled numerous poor
families to get out of their situation, providing them a better life. Reaching a 100 million people and helping them out of their situation is the
objective for the coming years of microfinance endeavours.

March 14th, 2006: "Building Knowledge Society – the Role of Pugwash and the World Academy of Art and Science"
was the title of the presentation by Ivo Slaus, Member of the Club of Rome. What is knowledge society, why should it be built and
how – these are some of the questions that were addressed in this talk.
Pugwash conferences have been initiated following the famous Russell-Einstein Manifesto and Pugwash
and its founder Sir Joseph Rotblat received in 1995 the Nobel Prize for peace.

November 24th, 2005: Are we running out of planet? Was Malthus wrong? Do economies self-correct or self-destruct
when operating as if resources are limitless? Can everyone on this planet live like a Chinese? A
Costa Rican? A Canadian? The Ecological Footprint explores these questions, and provides tools
to answer them. It does this because rewarding lives for all are possible, if we get real.
The Footprint is a policy tool to drive sustainability. It is a standardized way to measure what has
been immeasurable, contentious, and often misunderstood: ecological limits. It simply compares
people’s demand on resources with nature’s ability to renew them.
Mathis Wackernagel, co-creator of this tool and executive director of Global Footprint Network,
showcased applications from around the world with government agencies, NGOs, businesses,
cities, highlighting how they have used the tool for advancing human well-being within the
means of one planet.

26th Aurelio Peccei Lecture in Brussels by
Ping Chen
November 22nd, 2005: Prof. Ping Chenhe was one of the reform scientists who systematically criticized traditional agriculture
policy and strategic thinking in China. The major policy proposals for China's reform are: agricultural policy based on ecological
constraint, dismantling the state monopoly system for purchase and marketing in agriculture, introducing patent system, regional
integration policy based on energy co-development in East Asia, developing credit system in financial market, and breaking monopoly
in state banking.

World Summit on the Information Society: Three Events
November 16-18, 2005: In co-operation with WorldSpace and UNESCO, there were three events at the World Summit on the Information Society in Tunis.

Raoul Weiler and Roland Burger open the workshop on capacity-building
On November 16th, the results of the Club of Rome/UNESCO World Conference were presented. These included results on low-cost technology and
critical success factors. The proceedings of the conference as written publication and the conference DVD, which
includes an Ubuntu Linux software, were also presented.
On November 17th, there was a workshop on "ICT for Sustainability and Environmental Issues". The workshop included presentations on the ecobalance of paper
versus electronic documents, on the use of GIS for environmental monitoring, on electronic waste, on policy options and the introduction of a satellite radio which was
powered by a lamp that can be fuelled by renewables.

Nicholas Negroponte presents the 100-Dollar-Laptop project
On November 18th, there was a presentation of the 100-Dollar-Laptop project by Nicholas Negroponte, MIT. The idea is to
equip every child with such a device that is run with a Linux system and supplied with energy by a wind-up mechanism.
The challenge will be to scale software and hardware down in order to have an efficient and easily usable device.

Vandana Shiva
November 15th, 2005: In the 25th Aurelio Peccei Lecture, Vandana Shiva spoke about Eco-feminism in historical
Perspective: From the Enlightenment to the 21st Century. Diversity is fast moving into the defining metaphor in place
of monocultures of the mind. Eco-feminism has emerged as a serious challenge to Cartesian reductionism and the Baconian
"rape of nature" as the "masculine mode" of knowing. Globalization is however threatening to the ecological gains of
the past few decades.

Philippe van Parijs
October 13th, 2005: Along with much of the world, Europe is converging rapidly towards adopting English
as its sole lingua franca. This process is, in a sense to be clarified, inevitable. It is also,
in a sense to be qualified, desirable. But it raises a number of serious questions, at least
three of which can be formulated in terms of linguistic injustice: as unfair cooperation,
as unequal opportunity, as unequal dignity. The lecture
considered each of them in turn, and indicated how they should be handled.

Francois Houtard on the World Social Forums
June 2nd, 2005: The speech by Francois Houtard had the title "Globalisation of Resistance". Annually there are World Forums
organized in the same week of January as Davos. The last one in Porto Alegre (2005) has been
attended by 155000 persons. Continental, national, local, thematic Forums are taking place in
the various world regions. It is a new social phenomenon. Why is it happening, who are the
participants, how do they operate, what are the challenges?

World Conference on Information Technology and Capacity Building
May 11-13th, 2005: In a co-operation with UNESCO, a three-day World Conference was held in Paris.
The topic was the use of information and communication technologies, including satellites, for development, in particular,
capacity-building through education.
Special highlights were the speeches by Koichiro Matsuura, Director General of UNESCO (speech available for
download)
and Valdas Adamkus, President of the Republic of Lithuania
and UNESCO Ambassador of good will for the Knowledge Society,
who emphasized the role of education but also stated that education is more that training for short-term needs.
Prof. Raoul Weiler, President of the Brussels-EU Chapter of the Club of Rome, outlined the scope of the conference which did also give a practical example on the use of the new technologies.
The event was held with parallel sessions. Asia, America, Middle East and Africa were connected live to the UNESCO site in Paris and the conference was
simultaneously broadcasted on the web.
In a special session, organized by Raoul Weiler and Roland Burger (tt30/Italy), the emphasis was on low cost access. Nicholas Negroponte introduced
the plans for a Linux based 100-Dollar Laptop.
The closing speech of the conference was held by the President of the Club of Rome, HRH Prince El Hassan bin Talal, emphasizing the role of education in transforming
the omnipresent culture of war into a culture of peace. The speech (length 11 minutes) can be downloaded below.

Augusto Lopez-Claros gave Aurelio Peccei Lecture in Brussels
April 14th, 2005: Augusto Lopez-Claros is Chief Economist and Director of the Global Competitiveness Programme of the World Economic Forum.
He gave introductions to the Global Competitiveness Reports (GCRs) published by the World Economic Forum and to the
Executive Opinion Surveys (EOS) which capture the expert opinions of over 7500 business leaders and entrepreneurs.

March 2nd, 2005: Ernst Ulrich von Weizsäcker presented the new report to the Club of Rome
"Limits to Privatization -
How to avoid too much of a good thing"
in Brussels. The new report analyses more than 50 case studies of privatization. It provides guidance for policy and
action in order to
create a new balance between the private sector, the state and the increasingly important civil society.

Activities at the World Social Forum in Porto Alegre

Raoul Weiler, President of the Brussels/ EU Chapter giving a presentation in Porto Alegre
January 26th to 31st, 2005: The ESC and the Brussels/EU Chapter organised an event at the World Social Forum in
Porto Alegre. The use of information technology for education and human capacity building was discussed. Raoul Weiler,
President of the Brussels/EU Chapter of the Club of Rome introduced to the theme and outlined the need for innovative approaches.
Just providing the technology will not be sufficient. Social aspects, such as the needs of the users of the technology
should have higher priority than in the past. Thomas Schauer introduced to the relation between technology and equality of chances.
The presentation was followed by discussions, in which the participants of the event presented themselves projects
and mentioned success factors. Finally, the plans for the World Conference on Capacity Building (please see the announcement above) were introduced and
discussed with the participants.
The ESC and the Brussels/EU Chapter were also present with a stand, at which many interested visitors were welcomed and

June 29th, 2004: The Crown Prince was honoured for his dedication to the spirit and the activities of the Club of Rome.
On the same occation four Honorary Members were nominated: Count Didisheim, former president of the King
Baudouin Foundation, Minister of State Mark Eyskens, president of the Royal Flemish Academy of Belgium for
Sciences and Arts, Baron Daniel Janssen, Chairman of the Board of Solvay and Marc de Schoutheete de
Teravent, Ambassador of Belgium in Jordan.
The ceremony coincided with the 17th conference in the series of Aurelio Peccei Lectures, organised by
the Brussels EU-Chapter of the Club of Rome, held by Jérôme Bindé (Deputy Assistant Director for Social
and Human Sciences, Director of Foresight, Philosophy and Human Sciences, UNESCO) on the subject "Towards
Knowledge Societies" and by Dr. Kennedy Graham (Senior fellow, Peace and Governance Division of the United
Nations University) on "Global Governance: The Cultural Dimension".
